HIS NAME MATTERS ✦ HIS LIFE MATTERS ✦ THE RECORD MATTERS ✦ JUSTICE FOR DALYS

Public power.
Public answers.

On July 22, 2026, Dalys was killed in a shooting involving IMPD officers. The family is seeking the complete record and accountability grounded in what the evidence shows.

  1. 01

    Release the complete relevant footage.

Make the camera record available consistent with governing law. Identify what exists, explain anything withheld, and provide a written disclosure timeline.

  2. 02

Show how the case is being reviewed.

Give the family and public clear, documented information about the criminal, administrative, and civilian review processes.

  3. 03

    Put accountability on the calendar.

Advance the proposed Dalys Jett Act: defined deadlines, written decisions, and public compliance review.

The petition is hosted by Indianapolis Liberation Center. Its statement and demands are those of its organizers.

PROPOSED ORDINANCE · NOT ENACTED LAW

The Dalys
Jett Act.

A family should not have to organize a movement just to learn what happened to someone they love.

24HOURS

Family notification

Proposed notice, a family liaison, and evidence preservation.

7 / 14DAYS

Footage access

Proposed family access in 7 days and public disclosure in 14, subject to governing law.

30DAYS

Employment review

Proposed Merit Board hearing and written decision, preserving employment rights.

The proposal also calls for annual public compliance review and limits on defined discretionary funding when violations remain unresolved. Essential services and protected obligations are excluded. The full proposal controls over this summary.

Ask the question.
Keep the source.

A department statement, a family’s account, and an investigative finding are different kinds of information. This campaign keeps those distinctions visible.

The officers publicly identified

Reporting identifies Donald Meier, Jessica Dickinson, and Michael Totten as the involved officers. The report describes IMPD’s revised account that one officer was struck by friendly fire.

The family disputes what has been shown

IMPD says evidence shows Jett shot an officer. The family says the portions shown to them did not establish that claim and asks to examine the complete footage.

Public officer records

Mask Off 12 provides officer-record research. Force entries, allegations, and findings must be read in context; an entry alone does not establish misconduct.
